Lets say we have a country who is a utopian democratic society, phase A, then the country transitions to a dystopian fascist regime, phase Z. However, the process would be very slow and would require 25 individual steps, from phase B-Z, each being a gradual change to the next step leading to the next, ultimately leading to phase Z, the dystopian fascist regime.

A: Perfect society, B, C, . . . , X, Y, Z: Horrible society

Question

Is it morally acceptable in any of these steps to take political violence against those who move the hypothetical country closer to phase Z?
