Once Germany was looking to defeat Russia during World War I, Russian delegates were sent to meet representatives from Germany, Austria-Hungary, Bulgaria, and the Ottoman Empire on December 5th, 1917. An armistice was signed on December 15th, with it becoming effective on the 17th, and then with the Treaty of Brest-Litovsk finally signed on December 22nd,(Allen, 1921, p. 124) with Germany and Austria-Hungary, with the following requirements:
- Succeed land from Ukraine, Belarus, Lithuania, Latvia, Estonia, and Poland.(Service, 2009, p. 84) (Allen, 1921, pp. 124-125)
- No territorial appropriation of the new nations.(Allen, 1921, p. 125)
- Immediate withdrawal of all troops within occupied territory.(Allen, 1921, p. 125)
- Complete political independence restored to all peoples conquered during war and their right to self-determination(Allen, 1921, p. 125)
- No indemnites (or payment from winner in war).(Allen, 1921, p. 125)
- Payment of resources or compensations for the loss of resources and lives during the war and the same treatment for the colonies as for their parent countries.(Allen, 1921, p. 125)
- No economic boycotts after war.(Allen, 1921, p. 126)
