The internet should be regulated the same way as any other utility (i.e. water and electricity). No ISP should give any deference to any consumer or websites or IP addresses.
No ISP should be allowed to make their download or upload speeds slower than 10mbps on home networks, or 4mbps on cellular data. This amount should be increased to 50mbps on home networks and 20mpbs on cellular data ten years after such policy is enacted.
