Single Transferable Vote

The Single Transferable Vote (STV) is a form of proportional representation that mixes Instant-runoff Vote systems, allowing voters to rank their choices. Since there are multiple seats, however, there is a quota that candidates must meet to get a seat in their election.

Unlike standard PR, STV only gives seats to candidates who reach the quota, and voters choose individual candidates, not parties.^{(ACE, Bristow-Johnson, 2010)}
