Section 1

Each person born within the United States shall have the right to a legal first and last name that can written and spoken in an established language, and such names shall be endowed by a legal guardian of said person no later than six weeks after being born. If no legal guardian is capable or willing to endow such names, then a court within jurisdiction of the location of birth shall decide the name. If location cannot be determined, then a court within jurisdiction of the person being found.

Section 2

Each person born shall receive a free original birth certificate within twelve weeks of birth, detailing various pieces of relevant and accessible information about the newborn, including Legal first and last name of newborn, specific location of birth, date and time of birth, sex of child, race of child, health complications of child, amount of children born consecutively, legal birth father’s and mother’s first and last name, specific location of father’s and mother’s birth, date and time of father’s and mother’s birth, legal residence of the father and mother, and the individual(s) who endowed the legal names of the child.

Section 3

The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.
