This amendment is unfinished and may include things I disagree with now.

Section 1

Congress and the states shall establish and maintain a public and low cost means of speedy travel for their people to enjoy, occurring with a regular, daily frequent, and diverse means of travel such as buses, trains, and ferries at appropriate and common stops, throughout a state and between the states, as well as connect each region with a population over ten thousand people and state capitals.

Section 2

Congress and the states shall construct and maintain public thoroughfares and infrastructure. Thoroughfares within twenty yards of private property shall contain no private means of travel faster than thirty miles per hour and shall be safe for all persons to walk through, and such thoroughfares shall include different paths for heavy public vehicles, heavy private vehicles, light vehicles, and walking persons.

Section 3

The Congress shall have the power to enforce, by appropriate legislation, the provisions in effect of this article.
