“Terrorism” when it comes to crime and who falls under it should be defined exclusively by Congress, not the President.
The definition should require that the “Terrorist” designation follow ALL of the following:
- Physical violence from anyone OR intent to disrupt the government as an organized group.
- A tangible harm, monetary or physical.
- The goal being to affect a political change.
For example: BLM has minorities in the movement that commit violence, while Al-Qaeda necessarily requires violence to do its activism.
