Section 1

Territory claimed by the United States, excluding Territory gained during active wartime or land with no absolute defined boundaries, inhabited by a permanent population of at least five hundred thousand, not within an existing state, shall be eligible to become a state of the United States.

Section 2

Free Referendums shall be held under the discretion of the governing body of the Territory, defined within Section One of this Article, granting the Territory the following clear choices: Remain a Territory; Become a state of the United States; Become independent from the United States. Such Referendums shall be held no more than once per year.

Section 3

Such Territory applying to become a state shall be recognized as a state of the United States and granted all the rights and privileges of any other state under Article IV of the United States Constitution, without consent from the Congress or the several states. All permanent residents of such territory shall become citizens of the United States and of the new state thereof during such transition.

Section 4

The Congress may determine the method of voting for Referendums within the Territories and how many may happen within one year, with one at minimum. All laws affecting non-state Territories shall be so construed as to apply equally between the non-state Territories.
