Section 1
Each State shall have at Least three Representatives, and all Districts within the States for Representatives shall include a minimum of three Seats for apportionment. Elections for such Representatives shall employ a method of voting where Candidates meet a Quota of one third or fewer votes to be elected as a Representative. Voters rank Candidates in order of choice. Choices ranked higher on a ballot shall be counted first. Upon such Candidates meeting such Quotas, all surplus votes above the Quota shall disperse to the voters individual next favorable choice and so on until all Seats are Elected. There shall be one Representative for every thirty thousand, but no District shall represent more than five hundred thousand people within a single district.
