Section 1

All persons in the United States and of the state wherein they reside, shall have the right to a free, relevant, and informational formal education; provided by either a professional instructor from a local, state, or federal government funded school or equivalent, a private school, or through the legal guardians thereof, with a minimum of sixty four thousand eight hundred hours of total instruction time.

Section 2

The information and education provided shall encompass a diverse set of academically sound topics and subjects, and education and instruction shall begin at the age of three years. Topics and subjects included but not limited to mathematics, one or more written and spoken languages, scientific ideas and concepts, health and safety, necessary life skills, civil duties and rights, government, and history about the United States and the state wherein they reside and the world.

Section 3

Congress and the states shall have the power and duty to erect, maintain, and provide relevant services from a publicly accessible library, and all persons shall have the right to access necessary services from public libraries, as well as erect and maintain public schools and universities for the primary purpose of education and child welfare, and no public schools shall charge any tuition or any fees for students for any education.

Section 4

Schools, universities, colleges, and other private and public environments of education, shall grant similar freedoms from the first article of amendment to the Constitution of the United States to their students, unless they impede or distract from active educational instruction.

Section 5

The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.
