Section 1
Bills may be proposed by petition of one sixth of all citizens of the United States. Such bills shall become law without consent from the Congress or the President of the United States by a referendum of five sixths of all citizens of the United States.
Section 2
Bills may be proposed by petition of one sixth of all citizens of a State. Such bills shall become law without consent from the State’s legislature or the Executive authority of the State thereof by a referendum of two thirds of all citizens of the State.
