Section 1

Employees shall have the right to organize and to bargain collectively through representatives of their own choosing for the purpose of negotiating wages, hours, and working conditions, and to protect their economic welfare and safety at work.

Section 2

No state or law shall prohibit collective bargaining security agreements between employers and such organizations, unless such agreements violate other law.

Section 3

Nothing in this Article shall apply to public officials or government employment.

Section 4

The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.
