Voters should require a Photo ID to vote at any election in the country, but they should also be entitled to a free Photo ID from any DMV or library in the area within a reasonable amount of time. If a citizen cannot access the Photo ID for the following reasons, they may receive one in the mail, similar to mail-in voting:
- Cannot get there due to a physical or severe mental disability.
- Does not have access to a means of reasonable travel like a motor vehicle.
- Average in-person waiting exceeds two hours.
- Scheduling a Photo ID takes longer than one week.
- Scheduling a Photo ID takes longer than one day near an election.
If they receive one through mail, they must do the following:
- Send a clear and properly lit picture of their natural face with the same restrictions as taking a facial photo for a drivers license, similar to a passport.
- Send scans of the appropriate documents required, like a Birth Certificate and proof of residence.
If it is impossible to retrieve documents required to obtain a Photo ID, and the person is already registered to vote, then they may request a temporary Voter ID that is only admissible for one election day.
