If Congress in unable to pass a budget within a times it is necessary, then the previous budget will continue as if it was repeated for the next budget cycle. This means that any budget pass will, unless changed, continue to repeat every year. There may also need to be additional legislation to automatically raise these repeated budgets based on inflation.
