The Congress should be required to not spend more than 5% over the revenue taken with the same year. This does not mean, however, that Congress needs to slash a bunch of programs to keep a balanced budget. Instead, Congress should create spending minimums for essential programs, such as Medicaid and SNAP, and be required to increase sources of revenue to make up the difference, rather than slashing expenses. Things such as food, healthcare, education, and housing development should be higher than they are now and be required to not be lowered when revenue sources are too low. This means that Congress would have to get this revenue either by raising taxes or creating new taxes.
